You should use GIMP to work on your image OER that you have created. You should use the text input option to enter captions on your image OER. You can crop a part of an image which contains the message you want to convey. You should also try and reduce the size of your images.
You can create small picture stories by combining images which you have edited with the image editor with text, in a text editor. Picture stories can support basic language learning. You can create bi-lingual story books also, so that strength in one language can be used to acquire a second language. (See simple picture stories created by students)
